This document records the decisions made during the fifth meeting of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held in Arlington, USA, on 4-5 June 1998. The meeting focused on administrative governance, budget approvals, the election of leadership, and the strategic direction of scientific research in the Americas.

• The CoP approved several foundational administrative and financial items, including the agenda for the fifth meeting, the report from the Fourth meeting of the CoP (with specific modifications to the SAC Nominating Committee minutes and a Spanish translation of the IAI Overhead Policy report), the Core Budget Request for the 1998/99 financial year, and the Financial Statements and Auditors Report.
• The CoP established new leadership and committee memberships. Dr. Armando Rabuffetti was unanimously re-elected as Director for a second three-year term. The Executive Council for the two years starting September 1998 was elected to include Argentina, Brazil, Canada, Costa Rica, Cuba, Mexico, United States, Uruguay, and Venezuela, with Carlos Ereño (Argentina) as Chair. Additionally, a new CoP Accreditation Committee was appointed consisting of Mexico (Chair), Ecuador, and Uruguay.
• The CoP approved a Revised Science Agenda and authorized the Director to invite various organizations to become IAI Associates. These categories include regional/international scientific research organizations (such as IGBP, IHDP, WCRP, IRI, CGIAR, and the Smithsonian Institution), intergovernmental agencies (such as WMO and IOC), development agencies, banks, and foundations (such as IDB and Corporacion Andina de Fomento), as well as private sector interests.
• The CoP mandated the Scientific Advisory Committee and the IAI Directorate to organize a workshop to assess the impacts of El Niño in the region. This effort is intended to support the creation of a proposal for the Global Environment Facility (GEF) to address future El Niño issues.
• The CoP directed the Executive Council and Directorate to implement proposals regarding the goals of funding, the Program to expand the scientific capacity in the Americas (PESCA), and follow-on to Start-Up Grants.
