Artículo XI del Acuerdo para la Creación del Instituto Interamericano para la Investigación del Cambio Global: Asociados del Instituto Organización Meteorológica Mundial (OMM)

This briefing, prepared by the permanent representative of Paraguay, proposes that the Conference of the Parties invite the World Meteorological Organization (WMO) to become an Associate of the Inter-American Institute for Global Change Research (IAI) under Article XI of the IAI's founding Agreement.

• Under Article XI of the Agreement for the Creation of the Inter-American Institute for Global Change Research, the Conference of the Parties is permitted to invite external states, intergovernmental organizations, industries, and non-governmental or private organizations to become Associates if they support the Institute's Scientific Agenda and programmatic activities.
• As of the date of the document, eleven organizations have been invited to associate with the IAI, including the American Association for the Advancement of Science (AAAS), Future Earth, and the Alexander von Humboldt Biological Resource Research Institute.
• Paraguay recommends the World Meteorological Organization (WMO) as an Associate due to its regional presence in the Americas and Caribbean, its role as a UN specialized agency supporting 193 member states, and its Global Framework for Climate Services (GFCS) which aids decision-making in sectors such as health, agriculture, and disaster risk reduction.
• The WMO and IAI have an established history of collaboration since 2022, including a memorandum of understanding signed on March 6, 2023, joint publications such as the 2024 compendium on health, environment, and climate in Latin America and the Caribbean, and the co-organization of workshops on drought management and hurricanes.
