Procedimiento formal para otorgar el Estatus de Observador en el Instituto Interamericano para la Investigación del Cambio Global

This briefing document, prepared by the Executive Directorate of the Inter-American Institute for Global Change Research (IAI), proposes formal procedures for granting permanent Observer Status to entities participating in the IAI's Conference of the Parties (CoP) and Executive Council meetings.

• The IAI Executive Directorate has developed formal procedures to address a gap in the existing Agreement and CoP Rules, which did not previously specify how permanent Observer Status is granted.
• Permanent Observer Status is restricted to non-Party States of the IAI Agreement, intergovernmental international organizations, non-governmental organizations, or other bodies whose activities align with IAI interests.
• The process for obtaining permanent Observer Status must be initiated by a Party or group of Parties through a request to include the topic on the CoP agenda, accompanied by a Justification Statement. The Executive Council's Bureau reviews the request, a Party sponsors a provisional decision, and the CoP makes the final adoption decision.
• Observers are subject to specific participation constraints: they may only speak when invited by the chair, cannot propose, second, or oppose motions, and have no voting rights, although they may receive all public meeting documents.
• Permanent Observer Status will be revoked if an entity fails to participate in CoP meetings, collaboration agreements, or other IAI activities for three consecutive years. Entities may also voluntarily request removal via email to the IAI Executive Directorate.
