The Executive Council of the IAI approved the meeting agenda, the report from its previous meeting, the composition of a selection committee for the Scientific Advisory Committee (SAC), and the financial audit report as of June 30, 2003. Additionally, the Council approved modifications to the functions of the Executive Council's Board and received notification of the Executive Director's resignation effective December 31, 2004.

• The Executive Council approved the financial audit report for the state of finances as of June 30, 2003.
• A committee was established to select candidates for the IAI Scientific Advisory Committee (SAC), consisting of Paul Filmer (USA), Nuris Orihuela (Venezuela), Alejandro Castellanos, and Dr. Armando Bertranou.
• The Executive Director of the IAI informed the Council of their intention to resign on December 31, 2004.
