ACUERDO PARA LA CREACION DEL INSTITUTO INTERAMERICANO PARA LA INVESTIGACION DEL CAMBIO GLOBAL

• The Institute's primary objectives include promoting regional cooperation for interdisciplinary research on global change involving earth, sea, atmosphere, and environmental sciences, as well as social sciences. Specific focus is placed on effects on "ecosistemas y la diversidad biológica", socioeconomic impacts, and mitigation and adaptation technologies.
• The initial Scientific Agenda of the Institute focuses on seven key areas: tropical ecosystems and biogeochemical cycles; the impact of climate change on biological diversity; El Niño-Southern Oscillation and interannual climate variability; ocean/atmosphere/land interactions in the intertropical Americas; comparative studies of temperate oceanic, coastal, and estuarine processes; comparative studies of temperate terrestrial ecosystems; and high-latitude processes.
• The Institute is governed by four main bodies: the Conference of the Parties (the primary policy-making body), the Executive Council (the executive body), the Scientific Advisory Committee (the primary scientific advisory body), and the Executive Direction (the main administrative body).
• The Institute may designate Research Centers based on proposals from Parties. These centers must commit to long-term research programs and are evaluated based on criteria such as biogeographic coverage, access for visiting scientists, and the existence of an active scientific core dedicated to global change research.
• Operating expenses, including salaries for the Executive Direction and support for the Executive Council and Scientific Advisory Committee, are funded by voluntary contributions from Parties in multiples of 5,000 US dollars, committed for three-year periods.
• The agreement was signed on May 13, 1992, in Montevideo, Uruguay, and was open for signature by independent states of the inter-American region until May 12, 1993. The General Secretariat of the Organization of American States serves as the Depositary.
