Minutes of the IAI EC-XII meeting

Minutes from the Twelfth Meeting of the Inter-American Institute for Global Change Research (IAI) Executive Council (EC), held December 4-5, 2000, in San José, Costa Rica. The meeting focused on institutional stability, financial deficits in the core budget, the status of scientific programs like the Collaborative Research Network (CRN), and the development of an external evaluation for the Institute.

• The IAI is experiencing a financial deficit in its core budget, with the 1999-2000 budget ending with a deficit of incoming contributions by 10-15%. The Executive Council (EC) urged all member countries to remain current with their voluntary contributions to avoid a more alarming deficit.
• The United States, via the U.S. National Science Foundation (NSF), offered to consider a proposal for a new research program with funding up to US$ 300,000. The U.S. delegation noted that its support is under increasing scrutiny because other governments have not participated in the financial support of the Institute.
• The IAI is working to strengthen institutional ties with member countries, as the Director noted it is 'embarrassing' that the Institute lacks strong institutional involvement from members during its current phase. The EC Chair planned to contact embassies in Brazil to reenergize these connections.
• Regarding scientific programs, all projects under rounds I and II of the Initial Science Program (ISP) are complete, and four of sixteen projects in round III are finished. In the Collaborative Research Network (CRN) program, principal investigators leveraged an additional US$ 2,219,000 in resources from the NSF, NOAA/OGP, and the Argentinean Agency for Sc. & Technology.
• The IAI is developing a Data and Information System (DIS), with a node successfully installed in Uruguay. However, the installation of a node in Costa Rica has been delayed due to hardware problems. A pre-proposal has been sent to the World Bank's INFODEV program to improve the system.
• A working group consisting of representatives from Canada, Costa Rica, Mexico, and Uruguay has prepared the initial Terms of Reference (TOR) for an External Evaluation of the IAI, which was approved by the EC.
