Minutas de la Decimonovena Reunión del Consejo Ejecutivo del IAI (CE)

Minutes from the 19th Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held in Buenos Aires, Argentina, on June 29-30, 2004. The meeting covered scientific program updates, financial reports, administrative challenges regarding local staff in Brazil, and the announcement of the Executive Director's resignation.

• Executive Director Gustavo V. Necco announced his resignation effective December 31, 2004, following performance evaluation results that indicated a lack of satisfaction with his performance over the previous 18 months.
• The IAI faced a critical administrative crisis in Brazil where local staff suffered a 40% salary reduction after the foundation contracting them terminated its contract with INPE in March 2004. The EC requested Canada and the US to write to high-level Brazilian authorities to seek a solution.
• The Cooperative Research Network (CRN) program demonstrated significant financial leverage, with complementary funds exceeding US$ 20,700,000. The program also supported 429 students (161 BSc, 128 MSc, and 140 PhD) from most IAI member countries.
• The IAI is implementing a complete update of its Data and Information System (DIS) through Oak Ridge National Laboratory (ORNL) to improve user-friendliness and integrate with external systems like LBA-DIS and NBII, with an implementation cost of US$ 33,000 and annual maintenance of US$ 15,000.
• Financial reports as of May 31, 2004, showed that 94% of expected basic budget income was collected, though several countries remained in arrears. The EC approved an alternative budget for FY 2004/2005 of US$ 900,867, which was US$ 44,133 lower than the original proposal.
• The IAI conducted a consultation on national research priorities, receiving 21 responses from 10 countries. The results highlighted a primary priority for 'Theme I' of the Scientific Agenda, specifically regarding scenarios, impacts, vulnerability, and adaptation.
• The EC recommended that the IAI make a final attempt to recover remaining funds from the cancelled CRN 038 project from CATHALAC before pursuing costly and slow legal action.
• The Scientific Advisory Committee (SAC) recommended that the synthesis of CRN I be published as a book by the IAI, with each Principal Investigator (PI) authoring a chapter organized by the IAI Scientific Agenda themes.
