Informe de la Dirección Ejecutiva del IAI a la 18a. Reunión del Consejo Ejecutivo

This report from the Executive Directorate of the Inter-American Institute for Global Change Research (IAI) details activities and progress between June and November 2003. Some members, including Argentina, Colombia, Costa Rica, and Paraguay, have responded positively to a 'debt swap' proposal where overdue fees are cancelled in exchange for allocating part of the debt to local initiatives coordinated with the IAI, although this does not provide cash funds.
• The IAI implemented three Summer Institutes in 2003: one on land use and cover changes in the Amazon region (Cachoeira Paulista, Brazil), one on climate variability and change vulnerability in Central America and the Caribbean (Santo Domingo, Dominican Republic), and one on global warming and climate change causes and mitigation (Piracicaba, Brazil). The vulnerability institute received $60,000 from the UNDP and $20,000 from the OAS.
• The IAI has expanded its institutional partnerships, notably signing a Memorandum of Understanding (MoU) with the International Geosphere-Biosphere Programme (IGBP) on November 30, 2003, in Cape Town. The institute is also in negotiations for MoUs with the Organization of American States (OAS) and the United Nations Development Programme (UNDP).
• The report identifies specific statuses for three CRN projects: CRN-038 is recommended for termination due to the resignation of all involved scientists; CRN-062 is facing coordination issues and reporting delays (8 to 10 months) despite high scientific quality; and CRN-031 has appointed Dr. Alan Lavell as the new PI following the death of Dr. Eduardo Franco.
• In Argentina, the IAI collaborated with the SECyT to define a national scientific agenda for global change, prioritizing the water cycle, carbon cycle, biodiversity, and the effects of global environmental change on health, goods, and services.
