Flujo de información y política uso de diagnósticos climáticos y pronósticos de ciclones para el manejo adaptativo de los recursos hídricos ante incertidumbres climáticas en el oeste de América del Norte

The project addresses climate-related risks in western North America, specifically focusing on weather extremes, water scarcity, and food security. It aims to strengthen adaptive management by promoting the exchange of climate information between scientists and policymakers in northwestern Mexico and the southwestern United States, while examining the role of cyclone precipitation in reservoir storage and the tradeoffs between water augmentation and energy consumption.

• Human populations and economic activity in western North America face three primary climate-related risks: exposure to weather extremes (ranging from cyclones to drought), dependence on limited water supplies in an arid region, and risks to food security and agricultural production.
• While urban and rural water managers show significant interest in seasonal climate forecasts, the utility of this information is hindered by issues with spatial and temporal resolution, differing sectoral priorities—with urban managers focusing on short-term management and rural managers on long-term risk reduction—and a lack of cooperation between risk mitigation agencies.
• Regional water and energy demands are increasing due to population and economic growth, and the use of groundwater for agriculture creates a risk of over-exploiting aquifers.
• Agriculture is a dominant water consumer in the region, accounting for between 70% and 90% of water use.
