Comparing vulnerability and institutional capacities in three Latin American coastal localities in response to extreme rainfall events

This research paper uses a multidisciplinary approach to evaluate vulnerability and institutional capacities regarding extreme rainfall events (EREs) in three Latin American coastal localities, focusing on the relationship between socio-economic indicators, legal frameworks, and citizen participation.

• The study found that the level of vulnerability at a specific site does not have a direct relationship with the local institutional capacity.
• While legal frameworks and networks of key actors in the studied countries appeared sufficient for managing the impacts of extreme rainfall events, there is a need to strengthen citizen participation and create public spaces for information exchange to improve prevention, response, and adaptation.
