Bringing the hydrosocial cycle into climate change adaptation planning: lessons from two Andean mountain water towers

The study analyzes climate change adaptation plans in two Andean mountain water tower regions, finding that these plans often reinforce existing hydrosocial disparities and exclude marginalized groups, such as those with informal water access or non-dominant livelihoods.

• Climate change adaptation plans in the studied Andean regions tend to reinforce existing hydrosocial relations, specifically upstream-downstream disparities, and exclude individuals who use water informally, hold different ontologies of water, or work outside dominant economic sectors.
• The analyzed adaptation plans in the Andes maintain current water access patterns rather than utilizing the planning process to create more inclusive hydrosocial relationships amidst a changing climate.
