Informe de proyecto: Aprender de las crisis del agua: se necesita una gobernanza adaptativa y anticipatoria del agua en América del Sur

This project report describes 'GovernAgua', an initiative (2019–2022) funded with USD 200,000 to improve water governance in South America. The project focuses on shifting from reactive responses to adaptive and anticipatory governance by strengthening capacities for co-creation of knowledge and adaptation across six river basins in Argentina, Brazil, and Uruguay.

• The project aims to improve water governance in South America by focusing on three specific goals: systematizing lessons from six river basins in Argentina, Brazil, and Uruguay to prevent future crises; strengthening the ability of institutions and collectives to anticipate changes in three specific case studies (Río Chubut in Argentina, Ríos Piracicaba-Capivari-Jundiaí in Brazil, and Laguna del Sauce in Uruguay); and establishing an experimental anticipatory governance system based on collective intelligence to inform policy.
• Initial results indicate that the studied basins face various crises, including water scarcity, loss of water quality, and erosion and flooding, with land-use changes and climate variability serving as significant contextual factors.
• Constitutional reforms in Argentina (2002), Brazil (1988), and Uruguay (2004) drove a transition from hierarchical 'command and control' governance models toward more integrated, decentralized, and participatory models.
• Comparative analysis shows that while Brazil and Uruguay utilize a combination of hierarchical and network governance models (featuring vertical and horizontal coordination), Argentina's cases remain predominantly hierarchical with vertical coordination and less non-governmental participation. Additionally, legislation in Argentina is less developed than in Brazil and Uruguay, with some provinces lacking participatory bodies like basin committees.
