Alternative Water Installation Training Service Provider Terms of Reference

This document is a Terms of Reference issued by GreenCape in December 2018 to appoint a service provider to develop and deliver a training program for qualified plumbers on the safe installation of alternative water systems in Cape Town.

• Cape Town's multi-year drought led to an increase in alternative water system installations, creating health and environmental risks such as the contamination of drinking water. While the City of Cape Town provides guidelines for small-scale systems—including greywater, rainwater, groundwater, surface water, and treated or basement water—these do not fully cover complex industrial systems.
• Under the City's Water By-law, alternative water is prohibited for use in drinking, cooking (including food preparation), and body washing (ablution). Because no training on alternative water installations currently exists in South Africa to guide plumbers and service providers, GreenCape seeks to develop a program to ensure installations comply with legislation and safety requirements.
• The commissioned training program aims to up-skill qualified plumbers in both City guidelines and global best practices. The curriculum must cover alternative water sources, quality standards, registration, storage, discharge, and the design, installation, and maintenance of greywater, groundwater, rainwater harvesting, and treated effluent systems from wastewater treatment plants.
• The service provider is required to produce a technical PowerPoint presentation, a training manual, an assessment questionnaire with a memorandum, participation certificates, and a completion report. They must also deliver a workshop for 25 professional plumbers. The content must be validated by government and industry partners, and CPD accreditation will be sought from the Plumbing Industry Registration Board (PIRB).
