FINAL REPORT: CE & BIOVALSA TRADE MISSION TO CAPE TOWN 22-25 MAY 2018

The trade mission, held from May 22-25, 2018, focused on sharing Dutch expertise in waste management and circular economy practices with South African government and private sector entities. Activities included site visits to waste management and composting facilities, sector workshops on secondary materials and bio-based economies, and the development of business cases for insect-derived animal feed and invasive species valorisation. The mission identified specific needs in South Africa for crushing standards in construction and demolition waste and the implementation of quality control systems for secondary materials.

• The Netherlands achieved a stabilized recycling rate of 81% for all waste streams and 52% for household waste in 2013, moving toward a circular economy through policies that aimed for 'zero' landfill.
• In the construction and demolition waste (C&DW) sector, the primary challenge is the lack of national or regional quality standards for secondary materials, which is necessary to improve client trust and mature the market.
• New Horizons Energy operates an integrated waste management facility in Athlone, Cape Town, capable of processing 500 tons per day (approximately 7% of Cape Town's waste), though it currently processes 25 tons per day of organic waste sold as slurry to AgriProtein.
• Dutch waste management success was supported by coupling landfill bans with municipal-level taxes, which increased disposal costs and made alternative treatment technologies more financially viable.
• A business case competition evaluated several proposals, ranking Inseco's small-scale valorisation of organic residues for insect-derived animal feed as the top project, followed by a joint proposal from iLive and New Carbon regarding solid biomass and invasive species.
• Reliance Compost is one of the largest green waste composting facilities in the Western Cape, processing 60 million tonnes per annum primarily from Cape Town garden waste, with plans to add a 5MWe anaerobic digester.
