PROPOSED ‘GREEN TECHNOLOGY MANUFACTURING CLUSTER’ INDUSTRIAL DEVELOPMENT AND ASSOCIATED INFRASTRUCTURE ON FARM CA1183 PORTION 4 AND PORTION 1, ATLANTIS

This Final Basic Assessment Report, prepared by Doug Jeffery Environmental Consultants for the City of Cape Town, evaluates the proposed establishment of a 'Green Technology Manufacturing Cluster' on Portions 1 and 4 of Farm CA1183 in Atlantis. The project aims to support the renewable energy sector by providing land for the manufacture of wind turbine blades, towers, photovoltaic (PV) panels, and inverters. While the development is aligned with regional socio-economic goals to alleviate poverty and unemployment in a distressed area, it will result in the total loss of endangered and critically endangered vegetation on the 38.65-hectare site.

• The proposed development involves the creation of a 'Green Technology Manufacturing Cluster' on a 38.65 ha site in the Atlantis Industrial Area, intended for the manufacture of utility-scale renewable energy components including turbine blades, towers, PV panel assembly plants, and inverter manufacturers.
• The project is expected to generate significant economic activity, with a potential capital value of R500 million and an estimated yearly contribution to the economy of R6 billion.
• The development is intended to address severe socio-economic distress in Atlantis, where unemployment is estimated at 35% and a large portion of the population lives in poverty.
• The site contains two highly threatened vegetation types: Cape Flats Dune Strandveld, which is classified as ENDANGERED and covers most of the site, and Atlantis Sand Fynbos, which is CRITICALLY ENDANGERED and located along the southern boundary.
• A population of approximately 80 individuals of the ENDANGERED Malmesbury Pincushion (Leucospermum parile) was identified on the southern portion of the site, which is described as a 'red flag' due to the species' steady decline.
• Because the development will result in the complete removal of endangered vegetation, the Environmental Assessment Practitioner (EAP) recommends a biodiversity offset, suggesting a 1:1 ha ratio for Cape Flats Dune Strandveld and a 2:1 ha ratio for Atlantis Sand Fynbos.
• The site's infrastructure requirements include the upgrading of the existing Gideon Basson Substation and substantial localized road widening to accommodate abnormal transport vehicles used in the renewable energy sector.
• Water and effluent management must comply with the Atlantis Water Resources Management Scheme (AWRMS) to prevent contamination of the Atlantis Aquifer, requiring a dual on-site effluent system to separate domestic and industrial waste.
• The EAP concludes that the project should be authorized as it aligns with the City of Cape Town's Integrated Development Plan (IDP) and the Provincial Spatial Development Framework, specifically regarding the development of a 'green' economy.
