REQUEST FOR QUALIFICATION DOCUMENT PUBLIC PRIVATE PARTNERSHIP FOR THE ESTABLISHMENT OF A REGIONAL LANDFILL FOR THE EDEN DISTRICT MUNICIPALITY IN THE MOSSEL BAY AREA INCLUDING ALTERNATIVE WASTE TREATMENT TECHNOLOGY OPTIONS

The Eden District Municipality (EDM) issued a Request for Qualification (RFQ) in 2014 to pre-qualify waste management companies or consortia for a Public Private Partnership (PPP). The project involves the design, financing, construction, and operation of a new regional landfill in the Mossel Bay area, alongside the implementation of alternative waste treatment (AWT) technologies and bulk waste transfer services for several municipalities.

• The Eden District Municipality (EDM) is seeking a private partner to develop, design, finance, maintain, and operate a new regional landfill and waste disposal facility through a Public Private Partnership (PPP).
• The regional landfill is intended to serve the municipal areas of Bitou, George, Knysna, and Mossel Bay, replacing the PetroSA landfill site which is rapidly losing airspace.
• The project includes the bulk transfer of waste from transfer stations in George, Knysna, and Bitou to the regional landfill, while Mossel Bay will transport its own waste directly.
• The project seeks proposals for alternative waste treatment (AWT) technologies to reduce waste volumes. While the primary focus is on the four main municipalities, AWT solutions are sought for all municipalities in Eden, including Oudtshoorn, Kannaland, and Hessequa.
• The proposed regional landfill site is classified as a B landfill, with a total footprint of approximately 200 hectares and a maximum height of 12 meters above natural ground level.
• The landfill is designed for a total lifetime of approximately 50 years, although the initial construction will focus on a 12-year lifetime cell, potentially split into two 6-year cells.
• The PPP is expected to have a term of ten years, during which the cost of developing the landfill and AWT facilities must be recovered.
• The Development Bank of South Africa (DBSA) holds a first right of refusal to offer loan financing for the project.
• Bidders must meet a minimum technical evaluation score of 70 points to proceed to the Request for Proposals (RFP) phase.
• The regional landfill site is located north of the N2, approximately 1 km west of PetroSA and 13 km west of Mossel Bay, encompassing farms such as Patrysfontein 228/1 and Driefontein 243/9.
