REQUEST FOR QUALIFICATION DOCUMENT PUBLIC PRIVATE PARTNERSHIP FOR THE ESTABLISHMENT OF A REGIONAL LANDFILL FOR THE EDEN DISTRICT MUNICIPALITY IN THE MOSSEL BAY AREA INCLUDING ALTERNATIVE WASTE TREATMENT TECHNOLOGY OPTIONS

The Eden District Municipality (EDM) is seeking a private partner for a 10-year PPP to develop, finance, and operate a regional landfill in the Mossel Bay area to serve Bitou, George, Knysna, and Mossel Bay. The project includes the bulk transfer of waste from George, Knysna, and Bitou, and the implementation of alternative waste treatment (AWT) technologies to reduce landfill volumes. The regional landfill is designed for a 50-year lifetime, with initial cells covering 200 ha and reaching 12m above ground level. Bidders must demonstrate technical and financial capacity, including a minimum of 70 points on a technical evaluation scale, and provide proof of B-BBEE compliance and tax clearance.

• The project aims to establish a regional landfill to replace the PetroSA landfill site, which is rapidly losing airspace, with a short-term extension of the PetroSA agreement valid until December 2015.
• The proposed regional landfill will have a total footprint of approximately 200 ha, with a maximum height of 12 m above natural ground level and an excavation depth of 6 m below natural ground level.
• The landfill is designed for a total lifetime of approximately 50 years, although the initial construction will focus on a 12-year lifetime cell, potentially split into two 6-year cells.
• The PPP is set for a 10-year term, during which the cost of developing the landfill and alternative waste treatment facilities must be recovered.
• The project includes the bulk transfer of waste from transfer stations in George, Knysna, and Bitou to the regional landfill, while Mossel Bay will transport waste directly from collection to the site.
• Bidders are encouraged to propose alternative waste treatment (AWT) technologies to reduce waste volumes, preferably at no additional cost to the EDM.
• The regional facility must include separate cells for general waste and hazardous waste, with the latter catering to low to medium hazard ratings such as solvents, paints, and sewage sludge.
• The project requires the provision of a mobile crushing and screening plant for builder's rubble that will rotate monthly through the municipalities.
• The Development Bank of South Africa (DBSA) holds a first right of refusal to offer loan financing for the project.
• To proceed to the Request for Proposals (RFP) phase, bidders must achieve a minimum of 70 points based on technical, operational, management, and financial evaluation criteria.
