STATEMENT BY CITY’S EXECUTIVE MAYOR, PATRICIA DE LILLE

The City of Cape Town announced on 20 March 2017 its plan to issue a Green Bond of up to R1 billion by July 2017. Accredited by the Climate Bonds Initiative, the bond will fund climate adaptation and mitigation projects, including electric buses, energy efficiency, and water and coastal management. The Mayoral Committee has approved updating the city's Domestic Medium Term Note programme to meet JSE and MFMA requirements to facilitate this issuance.

• The City of Cape Town is preparing to issue a Green Bond with a value of up to R1 billion, which will be accredited via the Climate Bonds Initiative’s Standard to ensure it is marketed as a true Green Bond.
• The proceeds of the Green Bond will fund a variety of adaptation and mitigation projects aligned with the City’s Climate Change Strategy, specifically including electric bus procurement, building energy efficiency, sewerage effluent treatment, coastal structure protection, and water management (covering reservoir upgrades, water pressure management, and meter installations/replacements).
• The City intends to raise the Green Bond in July 2017. To do so, it must update its Programme Memorandum for the Domestic Medium Term Note (DMTN) programme, originally issued on 30 May 2008, to comply with JSE’s Debt Listing Requirements and section 46 of the Municipal Finance Management Act (MFMA).
• On 20 March 2017, the Mayoral Committee approved the recommendation to update the 30 May 2008 Programme Memorandum and authorized the City Manager to sign necessary amended agreements, with the report moving to the full Council for a final decision at the end of March 2017.
