The Cape Assurance Corridor: Turning Maritime Security into a Regional Export for Southern Africa

This policy brief argues that Southern Africa can leverage the increased use of the Cape of Good Hope as a global trade safety valve—driven by instability in the Middle East, the Red Sea, and the Strait of Hormuz—by establishing a SADC-led Cape Corridor Assurance Framework to provide safe, predictable, and low-carbon maritime transit.

• Geopolitical instability in the Middle East, specifically US-Israeli strikes on Iran and attacks in the Red Sea and Gulf of Aden, has disrupted Suez-linked routing and created volatility in global energy and cargo flows, making predictability a strategic commodity for carriers.
• The author proposes a SADC-led Cape Corridor Assurance Framework to turn the Cape of Good Hope into a preferred route. This framework would integrate regional maritime coordination centres with national Vessel Traffic Services (VTS) to provide risk bulletins, incident metrics, and audited port performance KPIs for underwriters and Protection & Indemnity (P&I) Clubs.
