This is expected to increase total lifetime CO2 emissions from its current plants by 50%, from 3.9 billion tonnes to 5.8 billion tonnes. Additionally, Japan provides public funding for 24.7 GW of coal plants abroad.
- China's coal capacity continues to expand despite domestic restrictions. In 2019, pre-construction capacity increased by 46% to 106.2 GW. To manage overcapacity, the central government shifted 40% (17.9 GW) of the 43.8 GW of newly licensed capacity in 2019 to emergency backup status. The national power plan for 2021-2025 may allow for an additional 150 GW of net capacity (up to 200 new units).
- Financial support for new coal is tightening, with over 126 global banks, asset managers, and insurance companies restricting coal funding. Commercial banks in Australia, Europe, and the US showed no evidence of direct funding for new coal plants starting construction in 2019.
- In India, new coal construction increased in 2019 (8.8 GW), but projects are heavily dependent on state-backed funding from the Power Finance Corporation (PFC) and Rural Electrification Corporation (REC). This occurs as private Indian financial institutions avoid the sector due to evaporating investment values.
- Southeast Asia has seen a sharp decline in new coal construction, with capacity falling over 85% from 12.8 GW in 2016 to 1.8 GW in 2019. Vietnam has significantly reduced its 2030 coal target from 75 GW to 55 GW, with further proposals to lower the 2025 target to 35.8 GW.
- Turkey now has the second-highest pre-construction coal capacity globally at 31.7 GW, surpassing India's 29.3 GW. However, actual construction is low (1.5 GW) due to public opposition, currency devaluation, and unfavorable market conditions.
