- The pipeline of planned coal capacity continues to shrink. Between 2015 and 2019, global capacity in the construction and pre-construction phases fell from 1,468 GW to 499.2 GW. Pre-construction capacity specifically dropped by 82% from 1,152 GW in 2015 to 299.6 GW in 2019. Regional declines in pre-construction capacity during 2018-2019 included Latin America (60%), Africa (40%), and Southeast Asia (22%), while India's fell by half.
- Turkey has overtaken India in terms of pre-construction coal capacity, reaching 31.7 GW compared to India's 29.3 GW. However, actual construction in Turkey remains low at 1.5 GW due to financing difficulties, civil opposition, and the devaluation of the Turkish lira.
- In the US, 2019 was the second-highest year for coal plant retirements, with 16.5 GW decommissioned. Retirements under the Trump administration (2017-2019) averaged 13.7 GW per year, a 67% increase over the average of 8.2 GW per year during the Obama administration (2009-2016).
- Japan is the leading OECD country in new coal capacity development, with 11.9 GW in development. If completed, this would increase the lifetime CO2 emissions of Japan's coal fleet by 50% (from 3.9 billion to 5.8 billion tons). Additionally, Japan provides public financing for 24.7 GW of coal capacity outside its borders.
- China's coal sector faces significant overcapacity. In 2019, the central government designated 40% of newly commissioned coal capacity (17.9 GW) as emergency backup, limiting its utilization. Despite this, the Chinese electricity industry is pushing for a capacity target that would allow nearly 200 new units (a net increase of 150 GW) by 2025.
- Financing for new coal projects is shifting from private commercial banks to public institutions. No commercial banks from the US, EU, or Australia provided direct financing for coal plants starting construction in 2019. In contrast, the Export-Import Bank of China supported 15% (2.8 GW) of new coal capacity started outside China, including projects in Bangladesh, Indonesia, and Serbia.
