Empowering agents for change

The Interinstitutional Working Group on Inclusive Green Economy in Uruguay, supported by GIZ and the PAGE initiative, has empowered government officials as 'change agents' to mainstream inclusive green economy (IGE) principles across various ministries. Through capacity-building in project and change management, the group coordinated specific environmental projects—such as tire reuse, industrial competitiveness in the St. Lucia Basin, and a green tourism label—and promoted green public management within government agencies. These efforts contributed to Uruguay becoming a PAGE country in 2017 and improved the management of international commitments like the Paris Agreement and the Sustainable Development Goals.

• Since 2015, GIZ has provided capacity-building support to Uruguay to strengthen institutional and individual capacity for an Inclusive Green Economy (IGE), focusing on technical knowledge, project management, change management, and stakeholder engagement to empower government officials as 'change agents'.
• The Interinstitutional Working Group on a Green and Inclusive Economy coordinated several sector-specific projects, including a project on the reuse and integral management of tires led by the Ministry of Labour and Social Security (MTSS), an initiative to improve industrial competitiveness and environmental performance in the St. Lucia Basin led by the Ministry of Industry and Energy and Mines (MIEM), and the creation of the 'Sello Turistico Verde' green tourism label by the Ministry of Tourism.
• The group promoted Green and Inclusive Public Management by implementing environmental projects within government organisations, such as energy efficiency and waste management; for instance, the Ministry of Energy implemented composting at its Montevideo premises, which was subsequently replicated by other institutions.
• The Working Group's efforts facilitated Uruguay's entry into the Partnership for Action on Green Economy (PAGE) in 2017, following a joint application supported by eleven institutions.
• The activities of the group have improved the management of Uruguay's international commitments, specifically the Sustainable Development Goals (particularly SDG 17) and the Paris Agreement, with the 'Sello Turistico Verde' being included in the country's Nationally Determined Contributions (NDCs).
