Empowering agents for change

Since 2015, GIZ and the PAGE initiative have supported the creation of an Interinstitutional Working Group on Inclusive Green Economy in Uruguay. This group empowered officials from various ministries to implement green projects—such as tire management, industrial competitiveness in the St. Lucia Basin, and a green tourism label—and to improve internal public management through initiatives like composting in Montevideo. These efforts helped Uruguay align with the Paris Agreement and SDG 17, and led to the country becoming a PAGE member in 2017.

• Since 2015, GIZ has provided capacity-building support to Uruguay to strengthen institutional and individual capacity for an Inclusive Green Economy (IGE). This support targeted key government actors from institutions including the Ministry of Industry and Energy and Mines (MIEM), Ministry of Tourism (MINTUR), Ministry of Labour and Social Security (MTSS), State Railways Administration (AFE), and the Ministry of Housing, Territorial Planning and Environment (MVOTMA), focusing on technical knowledge, project management, change management, and stakeholder engagement.
• The Interinstitutional Working Group on a Green and Inclusive Economy emerged from these workshops as a platform for 'change agents' to implement strategic projects. Examples of these initiatives include a project on the reuse and integral management of tires led by the Ministry of Labour and Social Security (MTSS), work on industrial competitiveness and environmental performance in the St. Lucia Basin led by the Ministry of Industry and Energy and Mines (MIEM), and the creation of the 'Sello Turistico Verde' green tourism label by the Ministry of Tourism, which was subsequently included in Uruguay's Nationally Determined Contributions (NDCs) to the Paris Agreement.
• The Working Group implemented a 'Green and Inclusive Public Management' work stream to promote environmental management within government organisations, covering areas such as recycling, waste management, and energy efficiency. One specific result was the implementation of composting at the Ministry of Energy's premises in Montevideo, which served as a model for other institutions.
• The activities of the Interministerial Working Group contributed to the mainstreaming of the IGE agenda and the more effective management of international commitments, including the SDGs (specifically SDG 17) and the Paris Agreement. Additionally, the Group's joint application, supported by eleven institutions, led to Uruguay becoming a PAGE country in 2017.
