Setting a structural agenda for a green economic recovery from COVID-19

This updated discussion paper, produced by the Green Economy Coalition (GEC) in collaboration with the Partners for Inclusive Green Economies (PIGE), proposes a framework for a green economic recovery following the COVID-19 pandemic. It argues for a structural agenda that moves beyond short-term emergency stimulus and bailouts to mainstream green priorities into post-crisis policy, accounting for the divergent economic recoveries across different global regions and the emergence of new risks such as inflation and regional conflict.

• The global recovery from the COVID-19 pandemic is characterized by high uncertainty and divergent economic outcomes across the global north, south, east, and west, driven by varying mitigation strategies and unequal access to vaccines and treatments.
• Achieving a 'green' recovery requires a combination of structural responses and local solutions to address the systemic scale of the challenge and the diversity of national experiences, especially as political priorities shift toward inflation and the conflict in Ukraine.
• The paper seeks to establish a green recovery agenda that transcends short-term emergency actions, stimulus packages, and bailouts, applying lessons from the 2008-10 financial crisis to integrate green priorities into the broader post-crisis agenda.
