环境和社会政策

The GCF Environmental and Social Policy defines the requirements for Accredited Entities to manage environmental and social risks through a systematic Environmental and Social Management System (ESMS). It outlines a risk-based approach to project classification (Categories A, B, and C), mandates due diligence and impact assessments, and establishes guidelines for stakeholder engagement, information disclosure, and grievance redress mechanisms. • The GCF employs a risk-based classification system for activities to determine the depth of assessment required: Category A for activities with '潜在重大不利环境和/或社会风险及影响', Category B for those with '潜在有限不利环境和/或社会风险及影响', and Category C for those with '最低或无不利环境和/或社会风险和/或影响'.
• Accredited Entities must implement an Environmental and Social Management System (ESMS) that follows a 'mitigation hierarchy' to manage risks, prioritizing the steps to '预测并避免', '将不利风险和影响降至最低', '缓解任何剩余风险及影响', and finally providing '补救和恢复' through compensation if other measures are unavailable.
• The policy mandates specific protections for vulnerable groups, requiring that activities '避免对土著人民造成不利影响' and ensuring that the design and execution of projects are guided by the '《联合国土著人民权利宣言》', including the requirement for '事先自主知情同意' where applicable.
• A three-tier grievance and remedy framework is established, consisting of mechanisms at the activity level, the Accredited Entity level, and a '独立补救机制' (Independent Redress Mechanism) at the GCF level to handle complaints from affected individuals or communities.
• The GCF requires comprehensive gender risk and impact assessments for all activities to ensure '促进性别平等和减少气候行动中的性别差异', linking these assessments to specific gender action plans at the activity level.
