Strengthening Community Resilience to the Adverse Effects of Climate Change with an Emphasis on Food Security and Gender Considerations in Priority Areas of Ecuador - FORECCSA+ Ecuador
Summary
The FORECCSA+ project is a scaling-up initiative designed to strengthen community resilience to climate change in Ecuador, specifically targeting the Food Sovereignty, Agriculture, Livestock, Aquaculture and Fisheries (SAG) sector. With a total investment of $35,667,034 USD, the project aims to benefit 347,482 direct and 630,377 indirect beneficiaries across 11 provinces. The program is structured around three outcomes: implementing adaptation measures and climate services, improving market access and financial inclusion for rural producers (especially women and youth), and strengthening local governance and territorial planning. It builds on the 2011–2018 FORECCSA project, integrating lessons on participatory decision-making and gender-responsive implementation to address structural barriers such as limited finance, technological gaps, and insecure land tenure for women.
Key insights
- The project targets 11 provinces in Ecuador: Azuay, Bolívar, Carchi, Chimborazo, Cotopaxi, Guayas, Loja, Imbabura, Manabí, Pichincha, and Santa Elena, covering 115 parishes.
- Climate projections for 2020 to 2050 indicate a gradual increase in average temperature and irregular precipitation, with extreme temperature rises expected in the Coastal region and Galápagos Islands, and drier conditions in the Amazon.
- Six strategic crops are identified as highly vulnerable to biomass reduction under future climate scenarios, with projected annual economic losses by 2050 including over USD 602 million for rice and USD 391 million for hard yellow corn.
- The project aims to reach 347,482 direct beneficiaries and 630,377 indirect beneficiaries, with a specific target of at least 30% female beneficiaries to address structural gender gaps in the agricultural workforce.
- The total investment is $35,667,034 USD, consisting of a $23,362,075 USD grant from the GCF and $12,304,959 USD in in-kind co-financing from MAE, MAGP, INIAP, INAMHI, and IICA.
- The project will implement 10 adaptation measures and strengthen 60 to 66 bio-enterprises (MSMEs) to improve market access and income diversification for rural producers.
- To overcome financial barriers for women, the project will collaborate with MAGP to facilitate the issuance of the Family Farming Certificate (AFC) and coordinate with BanEcuador for differentiated credit lines.
- The project will modernize hydrometeorological observation networks across 11 provincial governments and develop a web platform managed by INAMHI to provide local climate services to 40,226 people.
- The project expects a CO2 emissions mitigation co-benefit of 154,557 tCO2-eq through the implementation of 2,000 hectares of agroforestry systems and 2,000 hectares of conservation areas.
- Governance will be managed through a Steering Committee (SC), a Management Committee (MC), and a Technical Advisory Committee (TAC), with IICA serving as the Accredited Entity responsible for all procurement and fiduciary management.
