Summary
The GCF Accreditation Framework outlines the requirements and processes for national, regional, and international organizations to become Accredited Entities (AEs). It defines two primary access paths—Direct Access Entities (DAEs) and International Access Entities (IAEs)—and details a five-step institutional accreditation process: nomination, pre-screening, application, screening, and Board approval. The framework emphasizes national ownership, fiduciary standards, and environmental and social safeguards (ESS), while providing capacity-building support through the Readiness Programme to help developing countries and their local organizations meet these standards.
Key insights
- The GCF distinguishes between two types of Accredited Entities: Direct Access Entities (DAEs), which are legally registered in a developing country and operate within one or more developing countries, and International Access Entities (IAEs), which are registered in developed countries and have a global reach to support climate actions in developing countries.
- The institutional accreditation process consists of five distinct stages: nomination (either by government or self-nomination), pre-screening, application submission and payment of fees, screening and reporting, and final approval by the Board.
- Accreditation is based on a set of screening requirements covering fiduciary principles, environmental and social safeguards (ESS), and gender policies. Organizations are screened according to the highest category of environmental and social risk (Category A, B, or C) they intend to operate within.
- The GCF prioritizes accreditation applications from Direct Access applicants (especially in countries without existing DAEs), organizations in Least Developed Countries, Small Island Developing States, and African countries, as well as those focusing on climate-vulnerable groups and indigenous peoples.
- To support Direct Access applicants, the GCF provides capacity-building through the Readiness and Preparation Grant Programme, including pre-accreditation support, post-accreditation institutional strengthening, and technical assistance for project proposal development via the Project Preparation Facility.
- Accredited Entities that were initially approved for low or medium risk projects (Categories B or C) may request an upgrade to a higher risk category by undergoing a new screening process focused on the additional safeguards and capacity required for higher-risk activities.
