Funding proposal package for FP219
Summary
The Staple Crops Processing Zone (SCPZ) programme aims to transform agricultural value chains in Togo, Senegal, and Guinea by integrating climate-resilient production with low-carbon processing. The project focuses on four regions: Kara in Togo, the Southern agropole in Senegal, and Boké and Kankan in Guinea. It combines adaptation measures, such as solar-powered drip irrigation and climate-resilient agriculture (CRA), with mitigation efforts, including biogas digesters and agroforestry. The programme targets 1.104 million direct beneficiaries and 5.612 million indirect beneficiaries, with a strong emphasis on women's empowerment. Total financing is USD 271.70 million, with USD 102.79 million requested from the GCF as a mix of grants and loans.
Key insights
- The programme expects to reduce greenhouse gas emissions by 16.9 million tCO2eq over its 25-year lifespan.
- The project targets a total of 6.72 million beneficiaries, consisting of 1.104 million direct and 5.612 million indirect beneficiaries, with 54% of both groups being female.
- Total financing for the programme is USD 271.70 million, with the GCF providing USD 102.79 million (USD 75.79 million in grants and USD 26.99 million in loans).
- The programme will implement solar-powered drip irrigation distribution systems (DIDS) across 39,179 hectares of land to improve water efficiency and reduce emissions.
- To reduce reliance on biomass and fossil fuels, the project will install 14.69 MW of solar energy for processing and 10.24 MW of renewable energy from approximately 24,579 m3 of biogas digesters.
- The programme will promote agroforestry practices across 40,000 hectares to sequester an estimated 5.7 million tCO2eq.
- Climate information services will be enhanced by establishing 10 automated agrometeorological and 50 self-recording rain gauge stations in each of the four SCPZ regions.
- The project will construct over 40 Agricultural Transformation Centres (ATCs) and 10 regional modules for Agro-Processing Hubs (APHs), including 232 km of new climate-resilient access roads.
- The African Development Bank (AfDB) serves as the Accredited Entity, with the Government of Togo (via APRODAT), Senegal (via MDIPMI), and Guinea (via ADAZZ) acting as Executing Entities.
- The project is classified as Category A (or I-1) for environmental and social safeguards due to its scale and proximity to sensitive ecosystems.
