INTERIM EVALUATION REPORT OF THE GLOBAL CLEAN COOKING PROGRAM – BANGLADESH (FP 070)
Summary
The Global Clean Cooking Program – Bangladesh, funded by the Green Climate Fund and World Bank, aims to disseminate 5 million improved cookstoves (ICS) by December 2023. As of May 2022, the project has installed 1,877,760 ICS, benefiting 8.23 million people and reducing 6.70 million tonnes of CO2 equivalents. While the project has successfully established a market-based supply chain through 56 Partner Organizations across 61 districts, overall implementation is behind schedule due to COVID-19 disruptions. The program has achieved significant health impacts, including a reported 86% reduction in personal exposure to carbon monoxide and kitchen PM2.5, and has increased female staff representation in partner organizations from 15% to 21%.
Key insights
- As of May 2022, the project has installed 1,877,760 improved cookstoves (ICS), reaching 8.23 million beneficiaries and resulting in a reduction of 6.70 million CO2 equivalents.
- The program utilizes a market-based approach without subsidies, where households purchase Tier-3 level ICS at prices between USD 4.6 and USD 25. Local beneficiaries have invested USD 12.56 million in purchasing these stoves.
- The project has established a robust supply chain consisting of 56 Partner Organizations (POs) across 61 of 64 districts, with 132 production centers capable of producing over 100,000 ICS per month.
- Health assessments indicate that the ICS program reduces personal exposure to carbon monoxide and kitchen concentrations of PM2.5 by 86%, contributing to 3,000 averted deaths and 82,000 averted disability-adjusted life-years (aDALYs).
- Implementation is behind schedule due to the COVID-19 pandemic, which disrupted rural sales and raw material supply chains. There is a projected shortfall of 15-20% in reaching the target of 5 million ICS by the December 18, 2023 completion date.
- Gender mainstreaming efforts have increased the proportion of female staff among partner organizations from 15% in August 2019 to 21% by the reporting period, with a target of 25%.
- Financial utilization as of June 30, 2022, was USD 16.12 million, representing 40.3% of the total USD 40 million allocation from GCF and IDA.
