Fostering institutional capacities and accelerating climate finance readiness for increased climate action in Guatemala
Summary
The proposal seeks EUR 742,209 over 18 months to address four primary barriers to climate action in Guatemala: lack of integrated governance, an unfinished GCF Country Programme, the absence of an integrated monitoring and evaluation (M&E) system for adaptation and finance, and a lack of a common sustainable finance taxonomy. Implemented by GIZ and led by the Ministry of Natural Resources and Environment (MARN), the project will establish a national coordination mechanism, train public and private stakeholders, finalize a project pipeline aligned with the Nationally Determined Contribution (NDC), and develop a sustainable finance taxonomy to attract private investment.
Key insights
- Guatemala faces significant barriers to achieving its NDC objectives, specifically a "Lack of integrated governance structures on climate-related matters", the "Absence of finalised GCF Country Programme and a coordinated project pipeline", the "Absence of an integrated monitoring and evaluation (M&E) system to track climate change adaptation impact and climate finance", and a "Lack of a common understanding of what types of activities can be considered sustainable or climate compatible".
- The country's climate vulnerability is high, with an estimated three quarters of the population living in areas exposed to hazards such as floods, droughts, and landslides. Economic losses from extreme hydrometeorological events rose from USD 147.8 million in the 2000-2009 decade to USD 1.32 billion between 2010 and 2019.
- Guatemala's updated 2021 NDC sets a non-conditional mitigation target to reduce GHG emissions by 11.2% by 2030 compared to the business-as-usual scenario, and a conditional target of 22.6%.
- The total cost to implement the National Climate Change Action Plan (PANCC) for 2018–2032 is estimated at USD 23.03 billion, with a financial gap of USD 16.55 billion.
- The proposal will establish an inter-institutional coordination mechanism for climate finance and a validated GCF "no objection procedure" to streamline project approvals and ensure alignment with national priorities.
- To attract private investment, the project will develop and pilot an "integrated taxonomy for climate finance" aligned with the NDC, which will include a roadmap and identification of suitable incentives for the Guatemalan context.
- The project aims to create an integrated M&E system for climate adaptation, linked to the existing National Climate Change Information System (SNICC), to overcome the challenge of staff rotation and lack of technological know-how.
- Capacity building will be institutionalized through a partnership with Universidad Rafael Landivar (URL) to ensure that training materials on climate finance and GCF processes remain available to public and private sector staff.
- Gender inequality is a critical constraint in Guatemala, which ranks 117th in the Global Gender Gap Index 2023. The proposal will align with the national Action Plan on Gender and Climate Change to ensure gender-transformative project designs.
