Status of the GCF pipeline, including the status of Project Preparation Facility requests
Summary
As of 31 August 2024, the GCF pipeline consists of 274 concept notes and 65 funding proposals requesting USD 16.7 billion in GCF funding. The Secretariat is implementing optimization measures to address an 'aged pipeline' where a significant portion of proposals have shown no progress for over six months. The report also details the status of the Project Preparation Facility, the Simplified Approval Process, and the Project-Specific Assessment Approach pilot.
Key insights
- As of 31 August 2024, the GCF pipeline includes 274 concept notes (CNs) and 65 funding proposals (FPs), with a total requested GCF funding of USD 16.7 billion and total financing of USD 49.4 billion including co-financing.
- The GCF pipeline suffers from significant inactivity; 43.8% of concept notes were submitted between 2016 and 2021 and have not progressed to funding proposals, and 58.7% of all concept notes (excluding those with PPF support) have not seen a revised submission in over six months.
- A total of 95 proposals are currently progressing through the pipeline, with requested GCF funding of USD 4.5 billion. This includes 21 CNs endorsed for FP development, 29 CNs endorsed for PPF support, 25 FPs endorsed for interdivisional review, 16 FPs endorsed for iTAP submission, and 4 FPs recommended by iTAP still in the pipeline.
- The Project Preparation Facility (PPF) has 123 active applications. To date, USD 57.1 million of PPF resources have been committed, with USD 41.3 million disbursed. PPF support for 30 approved funding proposals unlocked USD 6.5 billion in climate finance, including USD 2.0 billion from the GCF.
- The Simplified Approval Process (SAP) pipeline contains 100 proposals requesting USD 1.47 billion in GCF funding. Approximately 92% of this funding targets adaptation and cross-cutting results areas, while 8% is for mitigation.
- The Project-Specific Assessment Approach (PSAA) pilot, launched on 1 April 2023, has seen 18 entities given access to the digital proposal system. Eleven documentation packages have been submitted, requesting USD 936 million in GCF funding for projects in Africa, Asia and the Pacific, and Latin America and the Caribbean.
