Support the Republic of Tajikistan to strengthen its capacities for monitoring and evaluation of climate finance, identifying potential Direct Access Entities and engaging the private sector on climate change related investments with the Green Climate Fund

This report is a readiness proposal submitted by the Republic of Tajikistan to the Green Climate Fund (GCF), with the Food and Agriculture Organization of the United Nations (FAO) serving as the implementing institution. The proposal seeks USD 687,575 over 24 months to strengthen national capacities for monitoring and evaluating climate finance, identify potential Direct Access Entities (DAEs), and increase private sector engagement in climate investments. It builds upon a first readiness grant and aims to align Tajikistan's reporting with the UNFCCC Enhanced Transparency Framework (ETF) and update the national Country Work Programme for the 2022-2025 period.

• The project aims to establish a comprehensive Monitoring and Evaluation (M&E) system for all climate change projects in Tajikistan, specifically those funded by the GCF, to support reporting for the UNFCCC Biennial Transparency Reports starting in 2024.
• Tajikistan's existing ecological monitoring system is insufficient for UNFCCC commitments because it does not collect greenhouse gas (GHG) data according to the IPCC Common Reporting Framework and lacks necessary technical equipment and qualified specialists at regional levels.
• The proposal will facilitate the update of Tajikistan's Country Work Programme for the 2022-2025 period, including a Readiness Needs Assessment and a strategy for Direct Access and private sector engagement.
• The project seeks to identify and support the accreditation of new Direct Access Entities (DAEs) from both public and private sectors, including providing a detailed gap analysis for one prioritized institution.
• The proposal includes the development of two project Concept Notes for priority investments based on the updated Country Work Programme and Nationally Determined Contributions (NDCs), with a focus on private sector participation.
• A key objective is to analyze the legal and regulatory barriers preventing private sector investment in climate change mitigation within priority sectors such as AFOLU, energy, transportation, and construction.
• The project will provide technical equipment and training to 8 agro-ecological zones and 4 laboratories under the Committee on Environmental Protection to improve the quality of data collection for GHG emissions.
• The proposal intends to develop a roadmap for the deployment of the World Meteorological Organization's Integrated Global Greenhouse Gas Information System (IG3IS) to enhance atmospheric information use for mitigation efforts.
