Mainstreaming the impacts of COVID-19 and health co-benefits in climate change mitigation and adaptation actions in the State of Palestine to accelerate access to climate finance

The State of Palestine has proposed an 18-month, USD 893,872 project to the Green Climate Fund to restore climate action efforts disrupted by the COVID-19 pandemic. The initiative, implemented by Deloitte Tohmatsu Financial Advisory LLC, aims to create a National Digital Climate Change Platform, develop a framework for health co-benefits in climate action, and produce six detailed GCF project concept notes in the energy, agriculture, and health sectors. • The State of Palestine faces several barriers to accessing climate finance, including a lack of technical capacity to leverage funds, a lack of a centralized platform for sharing climate data and strategies, and the absence of a direct access accredited entity, necessitating cooperation with international Accredited Entities.
• The proposed readiness support project, with a requested budget of USD 893,872 and an implementation period of 18 months, aims to establish a National Digital Climate Change Platform and a climate change project portfolio that accounts for COVID-19 impacts.
• A primary objective of the project is to develop a framework for mainstreaming health co-benefits into climate change actions and integrating climate change considerations into the health sector, addressing a current lack of knowledge and awareness in this area.
• The project intends to deliver six GCF Concept Notes: five based on NDC Implementation Action Plans (two for agriculture and three for energy) and one additional adaptation project focused on the health sector and the COVID-19 pandemic.
• The Environment Quality Authority (EQA) serves as the National Designated Authority (NDA) and the focal point for the GCF, UNFCCC, IPCC, and the Climate Technology Centre & Network (CTCN), coordinating climate policy across government ministries.
