Strengthening NDA's Climate Change Governance Structure Increase Level Ambition Climate

This document outlines the institutional and technical gaps in Togo's climate change governance and proposes a Readiness program to strengthen the National Designated Authority (NDA) and other national institutions to improve access to Green Climate Fund (GCF) financing.

• Togo faces significant institutional and technical barriers to climate action, including a lack of expertise, coordination systems, and a capacity-constrained NDA Focal Point team. These gaps have resulted in no approved national funding proposals and an inability to select an accredited national direct access entity.
• Togo has historically struggled with low levels of climate finance, ranking as the second country with the lowest estimated annual climate finance flow among West African countries, averaging USD 26 million between 2013 and 2018.
• The country's response to climate change has been largely limited to meeting reporting commitments due to difficulties in establishing effective governance frameworks, long-term institutional capacity, and investment frameworks for climate transformation.
• The proposed Readiness program aims to align with GCF Readiness Programme objectives I, II, and V by focusing on knowledge sharing and consolidating the efforts of the NDA and other institutions to create coherent climate governance.
