Where do we stand with NDCs? Enhancing action on climate change in 2020

A statement by the Green Climate Fund (GCF) regarding the role of Nationally Determined Contributions (NDCs) in fostering a green, resilient recovery following the Covid-19 pandemic, detailing GCF's financial instruments and support mechanisms for developing countries.

• The Covid-19 pandemic caused the postponement of COP 26 from November 2020 to November 2021, creating a challenge to maintain climate ambition and the need to leverage stimulus measures for a paradigm shift toward low-emission, climate-resilient development.
• NDCs can be used to 'green' national recovery measures by integrating NDC priorities into stimulus packages to secure financing or by creating new green recovery measures to enhance NDCs. Specific investment areas include energy efficient buildings, climate resilient agriculture, water management, sanitation, and shovel-ready climate resilient infrastructure.
• Developing countries, especially least-developed countries (LDCs) and small island developing states (SIDS), lack the resources for billion-dollar stimulus packages and must use innovative financial structuring to avoid increasing their debt burden.
• The Green Climate Fund (GCF) has committed USD 5.6 billion to 129 projects with a total value of nearly USD 20 billion, including co-financing. A pipeline for the next Board meeting could provide up to USD 1 billion for climate investments in developing countries.
• The GCF provides support through its Readiness Programme, which has approved 380 grants valued at approximately USD 248 million as of 3 June, and its Project Preparation Facility, which helps convert NDC priorities into bankable projects.
