Lagos Flood Resilience

FSD Africa is supporting the Lagos State Government (LASG) from 2022 to 2024 to improve flood resilience by integrating market-based financial instruments into risk management and infrastructure investment.

• The Lagos State Government's current management of flood risk is considered inadequate, specifically due to a lack of use of market-based financial instruments for risk reduction and management, such as insurance and resilient infrastructure investment.
• FSD Africa is providing support to the Lagos State Government through two primary channels: the creation and execution of a Flood Resilience Finance Framework and Policy to define the financial sector's role, and the facilitation of financial transactions for risk transfer and infrastructure investments.
• The programme aims to achieve several outcomes, including increasing climate resilience and access to basic services for at least 500,000 people, improving employment and income opportunities for at least 50,000 people in Lagos, and securing significant commercial capital for underwriting climate risk and flood-resilient infrastructure.
