FSD Africa is supporting the creation of the Kenya Credit Enhancement Facility (KCEF), a non-bank financial institution designed to provide 100% irrevocable and unconditional credit guarantees for infrastructure-related corporate debt in Kenya. The facility aims to reduce risk for institutional investors, thereby increasing the availability of long-term capital for sustainable infrastructure and expanding the domestic fixed-income market.

• The Kenya Credit Enhancement Facility (KCEF) is designed as a non-bank financial institution that provides 100% irrevocable and unconditional credit guarantees for long-term local currency debt tied to infrastructure projects, effectively transferring credit risk from the project sponsor to the KCEF.
• The KCEF intends to increase the availability of long-term capital for sustainable infrastructure in Kenya by boosting institutional investor confidence and increasing the variety of fixed-income products available for investment.
• As of October 2022, the KCEF business plan is still being developed, and the project is conducting ongoing engagements with stakeholders, including the Kenya Capital Markets Authority and potential investors.
