Nature Programme Evaluation Terms of Reference

FSD Africa is seeking a consulting firm to evaluate the first phase of its nature programme. The evaluation aims to document lessons learned and provide recommendations to inform the design of phase II, focusing on three primary workstreams: the Taskforce on Nature-related Financial Disclosures (TNFD) framework, the African Natural Capital Alliance (ANCA), and regulatory support for natural capital.

• FSD Africa's nature programme consists of three main workstreams: promoting an African voice for the Taskforce on Nature-related Financial Disclosures (TNFD) and nature-related financial risk management, the African Natural Capital Alliance (ANCA), and regulatory work.
• The TNFD workstream focuses on tailoring the global framework to African contexts through three specific areas: providing academic justification and advocacy, creating pilot case studies in the financial sector for risk assessment, and coordinating public sector outreach to integrate the framework into local disclosure regulations.
• The African Natural Capital Alliance (ANCA) serves as a collaborative forum for financial institutions, governments, intergovernmental partners, and civil society to integrate nature-related strategies and risk management into financial decision-making across Africa.
• The ANCA Executive Fellowship Programme was established to empower senior managers and executives in Africa to lead in natural capital and biodiversity, with a specific goal of mobilising at least USD 10M into nature-based solutions.
• The evaluation assignment is scheduled to run for 5 months, starting in October 2025 and concluding in February 2026, with a final report due on 14 February 2026.
