Regulating for innovation in Africa

This synthesis report analyzes insurance innovation in eight Sub-Saharan African countries, identifying low penetration and structural barriers—such as high mobile data costs, a STEM skills gap, and low consumer trust—as primary constraints. It argues that while regulatory frameworks are not the main barrier, supervisory systems need upgrading and regulators should adopt more proactive market engagement to support insurtechs and reach underserved segments like MSMEs and rural populations.

• Insurance penetration remains low across the eight study countries, with the market dominated by non-life and compulsory insurance. This leaves significant untapped potential among rural inhabitants, informal sector workers, and MSMEs, who remain underserved by the voluntary retail insurance market.
• Innovation in the insurance sector is present but not yet systemic or scaled to reach underserved populations. While some insurers have digitalised processes—accelerated by COVID-19—and are pursuing alternative distribution partnerships or research into MSMEs, innovation is not yet "entrenched in the fabric of the market".
