Catalytic capital in action: FSDAi’s role in shaping Kenya’s affordable green housing market
Summary
This case study describes FSD Africa Investments' (FSDAi) role in the International Housing Solutions (IHS) Kenya Affordable Green Housing Fund, highlighting how catalytic equity capital and an Open Source Policy are used to scale affordable, green-certified housing and generate public market intelligence in Kenya.
Key insights
- In 2021, FSD Africa Investments (FSDAi) partnered with the European Investment Bank (EIB), the County Pension Fund (CPF), and UK Climate Investments (now under British International Investment management) to create the International Housing Solutions (IHS) Kenya Affordable Green Housing Fund. The Fund targets low- and middle-income households by financing developments that meet the EDGE green building standard, with a goal of delivering up to 4,000 green-certified homes by 2030.
- To ensure market-wide impact, FSDAi used a side letter agreement to mandate that IHS adopt an Open Source Policy for sharing data and insights. FSDAi further supported this by granting the Centre for Affordable Housing Finance in Africa (CAHF) funds for a four-year Open Access Initiative (OAI) to analyze and disseminate data from IHS and other Kenyan housing developments.
- The Open Access Initiative (OAI) has produced several outputs, including benchmarks for construction costs in Kenya, reviews of rejection reasons, and the promotion of ESG standards. Additionally, the Nairobi Metropolitan Area Dashboard maps housing developments in that region to indicate market activity and targeting.
- With support from FSD Kenya, CAHF and the Kenyan State Department for Housing and Urban Development have agreed to track six projects under the Affordable Housing Programme (AHP) to compare costs and evaluate the programme's impact on job creation and the economy.
- The OAI is currently being used by developers, investors, and the Kenyan government for strategic decision-making. CAHF is also exploring the replication of this data model in Abuja, Nigeria.
