Forest Declaration Assessment
Summary
The 2022 Forest Declaration Assessment evaluates global progress toward the 2030 goals of halting deforestation and restoring 350 million hectares of degraded land. The report concludes that no global indicator is currently on track to meet these targets, noting that while some regional progress exists, radical transformations in finance, governance, and production are required to shift the global forest trajectory.
Key insights
- Global progress toward the 2030 goals of stopping forest loss and degradation and restoring 350 million hectares of forest landscape is insufficient, with no single global indicator currently on track. To halt deforestation by 2030, a 10 percent annual reduction is required, but the actual decline in 2021 was only 6.3 percent compared to the 2018-20 baseline. In the humid tropics, the loss of irreplaceable primary forest decreased by only 3.1 percent.
- Tropical Asia is the only region currently on track to halt deforestation by 2030. While Tropical Latin America and Africa saw decreases in deforestation rates in 2021 relative to the 2018-20 baseline, these reductions are not enough to meet the 2030 goal.
- The private sector is not on track to eliminate deforestation from agricultural supply chains by 2025. Commodity-driven tree cover loss declined by 6 percent in 2021 compared to 2018-20, but rates remain higher than any year before 2016. Only 25 percent of major global companies in the sector have announced a clear, comprehensive, and ambitious policy to eliminate deforestation from their supply chains, and fewer than 20 percent of companies disclosing to CDP report near complete compliance with zero deforestation commitments.
- Global finance for forests is severely inadequate and not on track to meet 2030 goals. Protecting, restoring, and enhancing forests globally costs up to USD 460 billion per year, yet current domestic and international mitigation finance averages only USD 2.3 billion per year, which is less than 1 percent of the total need. While 2021 pledges could potentially quadruple annual finance to USD 9.5 billion between 2021-25, this would still be up to 50 times lower than the required investment.
- Indigenous Peoples and local communities (IPs and LCs) are underfunded despite being effective forest stewards. Only 1.4 percent of total public climate finance in 2019-20 was targeted toward their needs, and only 3 percent of the annual financial need for transformational tenure reform is met. Furthermore, at least 50 percent of lands and territories held by IPs and LCs are not legally recognized.
- Forest governance remains insufficient to curb deforestation and degradation. While tools like moratoria and strengthened enforcement led to reductions in countries such as Indonesia, Ghana, Côte d’Ivoire, Gabon, Guyana, and Brazil, some gains have been reversed, particularly in Brazil. Recent laws to protect forests have been developed in the Republic of the Congo and the United States, and demand-side regulations are expanding in the European Union, Australia, Vietnam, and China.
