Progress on the New York Declaration on Forests

This technical annex assesses progress on Goal 9 of the New York Declaration on Forests, which focuses on rewarding countries and jurisdictions for reducing forest emissions through public and private payments for verified emission reductions (VERs). The report tracks two indicators: international public payments through multilateral and bilateral funds, and the value of forest VER purchases in voluntary and compliance carbon markets.

• Between 2008 and 2014, over US$3 billion was committed from international public sources for performance-based REDD+ payments, though actual disbursements lagged behind at just over US$1 billion.
• The majority of public performance-based funding was committed bilaterally by Norway's International Climate and Forests Initiative (NICFI) through agreements with Guyana, Indonesia, and Brazil. Other significant sources include Germany's REDD Early Movers (REM) program, the BioCarbon Fund, and the Forest Carbon Partnership Facility (FCPF) Carbon Fund.
• The Amazon Fund, supported by Norway's NICFI, committed up to US$1 billion by 2015 for avoided forest emissions at a rate of US$5 per ton; by the time of writing, almost US$1 billion had been disbursed.
• The value of the forest carbon market grew from US$8 million in 2005 to a peak of US$237 million in 2011, driven by the voluntary market, before falling to approximately US$150 million in 2013.
• Demand for forest carbon credits has been limited because major compliance markets, such as the Clean Development Mechanism and the EU Emission Trading Scheme, have restricted the use of forest credits due to concerns over permanence and potential oversupply.
• While the overall value of the forest carbon market declined in 2013, data on volume suggests this was caused by a reduction in the secondary market rather than the primary market, which grew modestly.
