REPEALING FEDERAL TAILPIPE EMISSIONS STANDARDS WOULD RAISE HOUSEHOLD COSTS, HARM PUBLIC HEALTH, AND DAMAGE THE ECONOMY

This report by Energy Innovation analyzes the projected impacts of a proposed U.S. Environmental Protection Agency (EPA) rule to rescind the 2009 Endangerment Finding and repeal greenhouse gas (GHG) emission standards for new vehicles. Using the Energy Policy Simulator (EPS), the analysis finds that such a repeal would lead to significant economic losses, increased household energy costs, and higher rates of premature death due to increased air pollution between 2026 and 2050.

• Repealing federal tailpipe GHG emission standards would result in significant public health and economic losses between 2026 and 2050, including an average of 700 premature deaths annually, a cumulative reduction in U.S. GDP of $710 billion, and an average annual loss of 110,000 jobs in the domestic labor force.
• The proposed repeal would increase household energy expenditures by $310 billion between 2025 and 2050, averaging $83 per household per year. This is driven by increased demand for oil and higher gasoline prices, which are projected to rise by ¢6/gal in 2030 and reach ¢31/gal by 2050.
• The repeal would slow the adoption of zero-emission vehicles (ZEVs). By 2035, ZEVs would make up 55% of new passenger light-duty vehicle (LDV) sales under the repeal, compared to 70% under the 2024 standards. For other vehicles like buses and heavy trucks, ZEV sales would drop from approximately half of new sales to just under one-fifth by 2035.
• The economic impact of the repeal would be most severe in the manufacturing sector, with 38,000 jobs lost within five years. Total job losses are forecasted to peak at 175,000 around 2039, with only marginal offsets from growth in fossil fuel extraction, refining, and exploration.
