What’s new with national renewable targets?

This report by Ember analyzes national 2030 renewable capacity targets across 96 countries and the EU. It finds that despite the COP28 pledge to triple global renewable capacity by 2030, national targets have remained largely stagnant, collectively amounting to a doubling rather than a tripling of 2022 capacity levels.

• Global national renewable capacity targets for 2030 have increased by only 2% since COP28, rising from 7,238 GW to 7,380 GW. This total is significantly below the 11,000 GW (11 TW) required to meet the tripling goal, leaving a gap of approximately 3,700 GW.
• Very few countries have updated their 2030 targets since COP28. Only 22 countries in total have done so, and only seven of those are outside the European Union: Australia, Brazil, Indonesia, Mexico, South Korea, the UK, and Viet Nam.
• Within the EU, 15 countries revised their targets as part of the National Energy and Climate Plans (NECPs) process, resulting in a net increase of 41 GW. Specifically, Spain increased its target by 19 GW and France by 5 GW, while Germany and Italy made no changes.
• Many of the world's largest power sectors have not updated their targets. Among the top 20 electricity producers, only South Africa and China are expected to update targets in 2025. Other major markets such as the US, Russia, Canada, and Türkiye have not revised their targets and are unlikely to do so this year.
