Measuring the impact of policy changes

This report describes the methodology used by Ember to measure the impact of energy policy changes announced by national governments between 2020 and 2022, focusing on the transition from fossil fuels to renewables and clean energy.

• The analysis incorporates policy changes announced between 2020 and 2022, influenced by the COVID-19 pandemic, the 2021 gas crisis, and the 2022 war in Ukraine, including clean power by 2035 commitments from the USA, Germany, and the UK made during COP26 in 2021.
• Ember converted various policy metrics, such as solar and wind capacity increases and coal phase-out dates, into consistent generation share figures for renewables, fossil fuels, and clean energy. For coal phase-outs without generation estimates, the report assumed a linear reduction from 2021 to the phase-out date.
• The report identifies 19 governments that updated their fossil fuel phase-outs or renewables expansion beyond the ambitions of their National Energy and Climate Plans.
• The analysis assumes additional renewable energy generation replaces fossil fuels rather than nuclear energy, with specific exceptions: Hungary achieves a high clean share via a nuclear program, and in Croatia, Czechia, Slovenia, and Romania, coal decreases are assumed to be replaced by renewables rather than gas or nuclear.
• Specific generation estimates were applied to Romania, assuming a 20% capacity factor for one 810 MW unit operating in 2030, and to Czechia, using a 15 TWh coal generation estimate for 2030 aligned with a 2033 phase-out.
