Indonesia’s expansion of clean power can spur growth and equality

Indonesia's power sector remains dominated by coal, with emissions rising significantly over the last decade. While the government is revising its National Energy Policy, potentially lowering renewable targets for 2025, the report argues that expanding clean energy—particularly in coal-producing regions like East Kalimantan, South Kalimantan, and South Sumatra—can drive economic growth, create up to 96,000 high-skilled jobs, and attract $9.4 billion in investment, thereby ensuring a more equitable energy transition.

• Indonesia's electricity generation is heavily dependent on fossil fuels, which accounted for 81% of electricity in 2023. Coal specifically contributed 62% (217 TWh) of generation that year. Over the decade from 2013 to 2023, power sector emissions rose by 86 million tonnes of CO2 (MtCO2), primarily due to coal.
• The Indonesian government is expected to reduce its renewable energy target for 2025 from 23% to between 17-19% in the revised National Energy Policy (NEP). Between 2018 and 2023, the country added only 3.3 GW of renewables, while installing 26 GW of fossil fuel capacity.
