H.R. 3190: The PREPARE Act

The PREPARE Act seeks to institutionalize a government-wide approach to resilience and risk management in response to GAO findings that the federal government is poorly organized to handle the fiscal exposures caused by extreme weather.

• Extreme weather events represent a significant financial risk to the US federal government, leading the GAO to include these threats in its 2015 High Risk List. Over a four-year period, 42 events each causing at least $1 billion in damage resulted in 1,286 fatalities and $227 billion in economic losses across 44 states.
• The GAO's 2015 High Risk Report identified three primary systemic failures: the federal government lacks organization to address fiscal exposure from extreme weather, there are no programs to independently validate the sustainability of agency measures for federal insurance programs, and there is no systematic method for distributing information to state and local governments.
• The PREPARE Act proposes to increase government effectiveness at no cost to taxpayers by creating an oversight and governance structure that requires agencies to implement resilience and risk management priorities, elevating the role of the Office of Management and Budget (OMB) for funding and implementation, and establishing regional coordination plans to facilitate best practices with state and local planners.
