H.R. 3190: The PREPARE Act

This fact sheet describes H.R. 3190, the PREPARE Act, a legislative proposal introduced by Congressmen Matt Cartwright and Leonard Lance to improve the federal government's ability to manage financial risks and operational preparedness associated with extreme weather events.

• Extreme weather events represent a significant financial risk to the federal government, leading the GAO to include these threats in its 2015 High Risk List. Over a four-year period, 42 events each caused at least $1 billion in damage, resulting in 1,286 fatalities and $227 billion in economic losses across 44 states, alongside 253 presidential major disaster declarations.
• The GAO's 2015 High Risk Report identified three primary failures in the federal government's response to extreme weather: a lack of organization to address fiscal exposure, an absence of programs to validate the effectiveness of agency measures for federal insurance programs, and the lack of a systematic method for distributing information to state and local governments.
• The PREPARE Act (Preparedness and Risk management for Extreme weather Patterns Assuring Resilience and Effectiveness) aims to increase government effectiveness at no cost to taxpayers. It proposes creating an oversight and governance structure to implement government-wide resilience and risk management priorities, elevating the role of the Office of Management and Budget (OMB) for funding and implementation, and establishing regional coordination plans to facilitate best practices among local and state planners.
