FY 08 House Appropriations for Renewable Energy and Energy Efficiency

The House Committee on Appropriations proposed $1.87 billion for DOE Energy Efficiency and Renewable Energy programs for FY 2008, a 52% increase over the Administration's request. The bill restores funding for geothermal and hydropower, increases budgets for solar, wind, and biomass, and boosts funding for building and vehicle technologies, while rejecting a request for the Asia Pacific Partnership.

• The House proposed a total appropriation of $1.87 billion for Department of Energy (DOE) Energy Efficiency and Renewable Energy (EE/RE) programs for FY 2008, which is $640 million (52%) higher than the Administration's request of $1.23 billion and $400 million more than the FY 2007 enacted amount.
• The House bill restores funding for geothermal energy and hydropower, both of which were eliminated in the Administration's FY 2008 budget request. Geothermal energy is allocated $44.2 million and hydropower is allocated $22.0 million.
• Funding increases were proposed for several other renewable energy sectors: solar power is set at $200 million (35% above the request), wind power at $57.5 million (44% above the request), and biomass and biorefinery systems R&D at $250 million (39% above the request).
• Energy efficiency funding increases include $146 million for building technologies, $235 million for vehicle technologies, $57 million for industrial technologies, and $241 million for Weatherization assistance program grants.
• The House did not approve the Administration's $7.5 million request for the Asia Pacific Partnership.
