A letter dated July 27, 2011, from a coalition of 21 organizations to the U.S. Senate Appropriations Committee urging the rejection of funding cuts to Farm Bill energy programs proposed in H.R. 2112 (the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act of 2012).

• The undersigned organizations oppose the U.S. House of Representatives' action in H.R. 2112 to reduce or eliminate funding for energy programs established by the 2008 Farm Bill (Pub. L. 110-246), arguing that such cuts would harm domestic energy security and rural development.
• The Rural Energy for America Program (REAP) provides financing for farmers and rural businesses to implement energy efficiency and clean energy projects, including wind, solar, biomass, and geothermal. The authors note that H.R. 2112 dramatically cuts mandatory funding for REAP for Fiscal Year 2012.
• The Biorefinery Assistance Program is described as essential for financing the first generation of commercial-scale advanced biorefineries to reduce investor risk and support the Renewable Fuel Standard's goal of replacing petroleum-derived gasoline. H.R. 2112 would provide no funding for this program.
• The Biomass Crop Assistance Program (BCAP) is identified as the only federal program supporting farmers in producing new energy crop biomass feedstocks through cost share payments. The authors state that H.R. 2112 would eliminate funding for BCAP.
