The Environmental and Energy Study Institute (EESI) issued a letter of support to the New York State Division of Weights & Measures advocating for the adoption of rules allowing the sale of E15 fuel (15 percent ethanol, 85 percent gasoline) within New York State.

• EESI supports the sale of E15 in New York State, stating that peer-reviewed literature indicates E15 provides improvements in emissions, price, and performance compared to the current base fuel, E10.
• Increasing ethanol content from E10 to E15 is associated with several air quality benefits: it reduces harmful volatile organic compound (VOC) emissions, lowers smog-forming potential, and decreases cancer-causing emissions by displacing "gasoline aromatics" (the BTEX complex). Specifically, while it increases acetaldehyde-related cancer risk by 1 percent, it reduces the cancer risk of 1-3 butadiene by 6.6 percent.
• Research from the National Renewable Energy Lab (NREL) in 2007 on vehicles aged to 120,000 and 170,000 miles showed that E15 and E20 blends did not cause higher tailpipe emissions compared to ethanol-free fuels, nor did they damage vehicle catalysts.
• The transition from E10 to E15 blending using corn ethanol is estimated to provide an additional 1.5 percent reduction in greenhouse gas (GHG) emissions. The document notes that domestically-produced corn ethanol is on average 43 percent less GHG intensive than gasoline, while cellulosic ethanol can reduce GHG emissions by 90 to 115 percent relative to gasoline.
