This document is written testimony provided by Daniel Bresette, Executive Director of the Environmental and Energy Study Institute (EESI), to the U.S. Senate Committee on Appropriations Subcommittee on Interior, Environment, and Related Agencies on March 20, 2020. • The U.S. Fish and Wildlife Service's Coastal Program is highlighted as an example of climate change mitigation through the provision of technical and financial assistance for habitat restoration and conservation projects on public or private land to improve coastal ecosystem resilience.
• EESI strongly opposes the administration's proposal to eliminate the ENERGY STAR program via a fee-based structure, requesting $60 million for FY2021. The program is cited as avoiding 290 million metric tons of greenhouse gas emissions annually, which is approximately 5% of total U.S. emissions, and saving consumers and businesses over $30 billion per year in energy costs.
• EESI advocates for at least level funding for several EPA programs that utilize nature-based solutions to increase resilience to climate impacts, including the Great Lakes Restoration Initiative, Green America’s Communities, the Clean Water State Revolving Fund, Nonpoint Source Grants, Building Blocks for Sustainable Communities, the Superfund Redevelopment Initiative, and the Urban Waters Small Grants Program.
