Recommendations for Bonn Climate Change Conference

Carbon Market Watch argues that the Sustainable Development Mechanism (SDM) must transition from a zero-sum offsetting system to a results-based climate finance scheme to maintain environmental integrity and social safeguards. The organization also warns that the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) could increase global emissions if double counting of reductions is not prevented through transparent monitoring and a common accounting system.

• The Sustainable Development Mechanism (SDM) should be designed as a results-based climate finance scheme instead of an offsetting system, as zero-sum offsetting is considered incompatible with the goals of the Paris Agreement. To ensure integrity, the SDM requires robust criteria for real, verifiable, and additional reductions, the exclusion of CDM and JI projects, and the establishment of impartial governance and grievance mechanisms to protect local communities.
• The Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) is viewed as an insufficient long-term solution for aviation emissions. Without a transparent monitoring process and a common accounting system to prevent emission reductions from being counted toward both national commitments and aviation targets, CORSIA could potentially increase overall emissions by an amount equivalent to the annual output of 817 coal-fired power plants.
